In Rhode Island the Gun Control Lobbies will be out in full force to restrict our Second Amendment Rights during the 2017 legislative session. This page is for you to find information on the bills and executive actions aimed at restricting gun ownership in Rhode Island.

We will list the Bills as they become available. Please call and e-mail your State Representative for House Bills and State Senator for Senate Bills. We must be vigilant and be telling our legislators to vote against any gun control legislation and for good bills.

 

 H 5115 - AN ACT  RELATING TO CRIMINAL OFFENSES — GENERAL PROVISIONS Introduced By: Representatives Ajello, Regunberg, Knight, Blazejewski, and Craven (BAD)

The bill seems to have good intentions against assaults committed with firearms. The problem is there are numerous ways this could be abused to place felony charges against firearm owners and hunters due to the no injury clause.

As hunters we can see this as a major problem with bird hunting. We’ve seen increase in anti-hunters harassing legal hunts in recent years. If this passes it would be possible for anti hunters to claim being hit by bird shot without any injuries or PROOF. This could be charged as a felony assault.

H 5155 – AN ACT RELATING TO CRIMINAL OFFENSES –WEAPONS Introduced By: Representatives Regunberg, Kazarian, Donovan, Ranglin-Vassell, and Knight (BAD)

House bill 5155 will ban magazines over 10 rounds including those already in your possession. You will have 120 days to remove them from the state or turn into police.

S0187 – AN ACT RELATING TO CRIMINAL OFFENSES — WEAPONS Introduced By: Senators Metts, Goldin, Crowley, Quezada, and Calkin (BAD)

Companion Bill To H 5345

This bill would ban concealed carry holders from school property a right currently in place.  This bill completely alienates vetted and qualified people including those who carry for a career ! Example firearm can’t be on the school property to pickup a child, this would include your vehicle in a school driveway or parking lot.

H 5262 – AN ACT RELATING TO CRIMINAL OFFENSES — WEAPONS Introduced By: Representatives Diaz, Slater, Williams, and Maldonado (BAD)

This bill basically changes the law so that rifles and shotguns are scrutinized like pistols. It places a heavy burden to prove you are coming to and from a lawful recognized activity like hunting or target shooting if pulled over.

H 5154 AN ACT RELATING TO CRIMINALS — CORRECTIONAL INSTITUTIONS Introduced By: Representatives Vella-Wilkinson, Casey, Johnston, Lima, and Cunha (BAD)

Firearm crimes would not be eligible for parole. We DO NOT want to protect violent criminals but this bill is not clearly worded as such. As the laws in RI are today we really don’t have an issue with this bill BUT the wording needs to be clearer as we’ve seen registration bills, lead bans, magazine possession, and dizzying rifle regulations proposed in RI. If any of those were to become law simple clerical or gray area violations could put non violent firearm owners in prison.

H 5067 AN ACT RELATING TO CRIMINAL OFFENSES — WEAPONS Introduced By: Representatives Amore, Regunberg, Blazejewski, Kazarian, and Ajello (BAD)

Lowers the bar of what legally disqualifies firearm ownership from those convicted of domestic assaults. We’re giving this a bad-to-neutral rating because it based on a criminal act but can be manipulated in some cases.

H 5547 AN ACT RELATING TO CRIMINAL OFFENSES — POSSESSION OF FIREARMS BY MINORS Introduced By: Representatives Williams, Diaz, Perez, Handy (BAD)

This bill has been introduced for over a decade, but has failed to gain traction. Still, they keep introducing it. It will do NOTHING to reduce gun violence among minors, but will only make it difficult for teenagers who want to hunt and target shoot legally.

H 5156 AN ACT RELATING TO CRIMINAL OFFENSES – WEAPONS – STUN-GUNS Introduced By: Representatives Lima, Fellela, Marshall, and Roberts  (NEUTRAL)

Provides for the legal purchase of stun guns in RI and allows concealed carry under a pistol permit.

 

H 5263 AN ACT RELATING TO CRIMINAL OFFENSES – WEAPONS Representatives Diaz, Slater, Williams, and Maldonado (NEUTRAL)

This bill makes changes to possession of firearms by minors.

 

H 5248 AN ACT RELATING TO TAXATION – SALES AND USE TAXES – LIABILITY AND COMPUTATION Introduced By: Representatives Fellela, Lima, Costantino, Corvese, and Serpa (GOOD)

Tax Exempt Gun Safes – CT and MA already have this. Promotes the purchase of secure firearm storage by removing the sales tax

H 5081 AN ACT RELATING TO FISH AND WILDLIFE – BIRDS Introduced By: Representatives Corvese, Phillips, Coughlin, and Azzinaro (GOOD)

Companion Bill To S 0110

These bills remove legal restriction blocking the use of crossbows for turkey hunting. DEM would still need to change the hunting regulations to allow crossbow use for turkeys but until it is lifted from state law DEM does not have that option.
